Short title, extent and commencement. (1) This Ordinance may be called the East Pakistan Water Pollution Control Ordinance, 1970. (2) (3) It extends to the whole of East Pakistan. It shall come into force at once. 2. Definitions. In this Ordinance, unless there is anything repugnant in the subject of context,(a) â€Å"Board† means the Water pollution Control Board constituted under section 3 of this Ordinance; (b) â€Å"Chairman† means the Chairman of the Board; (c) â€Å"Chief Engineer† means the Chief Engineer, Public Health Engineering, Government of East Pakistan; (d) â€Å"disposal sys tem† means a system for disposing of wastes, either by surface or underground methods, and includes sewerage systems, treatment works and disposal wells; (e) â€Å"pollution† means such contamination, or other alteration of the physical, chemical or biological properties of any waters, including change in temperature, taste, colour, turbidity, or odour of the waters, or such discharge of any liquid, gaseous, solid, radioactive, or other substance into any waters as will or is likely to create a nuisance or render such waters harmful, detrimental or injurious to public health, safety or welfare, or to domestic, commercial, industrial, agricultural, recreational, or other legitimate beneficial uses, or to livestock, wild animals, birds, fish or other aquatic life ; (f) â€Å"sewerage system† means pipe lines or conduits, pumping stations, and force mains, and all other structures, devices, appurtenances cwi†¡ek AvBb msKjb 274 (g) (h) (i) nd facilities used for collecting or conducting wastes to an ultimate point for treatment or disposal; â€Å"treatment works† means any plant or other works, used for the purpo se or treating, stabilising or holding wastes; â€Å"wastes† means sanitary sewage, industrial discharges and all other liquid, gaseous, solid, radioactive, or other substances which may pollute or tend to pollute any waters; â€Å"Water† means all waters including all streams, coastal waters, tanks, lakes, ponds, reservoirs, marshes, watercourses, waterways, wells, springs, irrigation systems, drainage systems, and all other bodies or accumulation of waters, surface or underground, natural or public or private. 3. Constitution of the Board. (1) For carrying out the purposes of this Ordinance, there shall be a Board to be called the East Pakistan Water Pollution Control Board consisting of the following members, namely :(a) the Additional Chief Secretary (Planning and Development) to the Government of East Pakistan, who shall also be the Chairman of the Board ; (b) the Secretary to the Government of East Pakistan in the Basic Democracies and Local Government Department; (c) the Secretary to the Government of East Pakistan in the Agricultural Department ; (d) the Secretary to the Government of East Pakistan in the Commerce and Industries Department ; (e) the Director of Health Services, Government of East Pakistan; (f) the Chief Engineer, Public Health Engineering, Government of East Pakistan; (g) one person to represent the East Pakistan Water and power Development Authority to be nominated by that Authority; and (h) one person to represent the East Pakistan Inland Water Transport Authority to be nominated by that Authority. (2) The Provincial Government shall appoint an officer of the Directorate of Public Health Engineering, Government of East Pakistan, to be the Secretary of the Board. 4. Meetings of the Board. (1) The meetings of the Board shall be held on such date and at such time and place as the Chairman may direct : Provided that when there is any appeal to the Board under sub-section (2) of section 7, the Board shall meet within fifteen days from the date of such appeal. Water Pollution Control Ord. (Repealed) 275 (2) All meetings of the Board shall be presided over by the Chairman and, in his absence, by a member nominated by him. (3) Three members of the Board shall form a quorum. (4) All matters at a meeting of the Board shall be decided by majority of the votes of the members present. (5) Each member of the Board shall have one vote and in the event of equality of votes the Chairman shall have a casting vote. (6) Proceedings of the meetings of the Board shall be recorded, circulated to its members within a fortnight and submitted for confirmation at next meeting. 5. Functions of the Board. (1) the Board shall (a) formulate policies for the control, prevention and abatement of pollution of waters of East Pakistan; and (b) suggest measures for the implementation of its policies; (2) For the purpose of sub-section (1), the Board may(a) require any person to furnish or cause to be furnished such information as it may specify; (b) call for a report fr om the Chief Engineer on the existing and potential water pollution problems in the whole of East Pakistan or in any part thereof; and (c) appoint such expert committee as it may consider necessary. 6. Implementation of the policies. (1) The Chief Engineer shall be responsible for implementation of the policies formulated by the Board and for adopting or causing to be adopted measures suggested by it. (2) For the purpose of sub-section (1), the Chief Engineer may, by order in writing,(a) require any person or commercial or industrial undertaking to adopt such measures, including construction, modification, extension or alteration of any disposal system, as may be specified therein for the prevention, control nd abatement of existing or potential pollution of any waters; (b) require any person or commercial or industrial undertaking to furnish such information as may be specified therein relating to wastes, sewerage system or treatment works in any land or building owned or occupied by such person or undertaking; and (c) require any person or commercial or industrial undertaking to permit any officer named therein to enter upon, inspect and search any land or building owned or occupied by such person or cwi†¡ek AvBb msKjb 276 undertaking and to inspect and test any wastes, waters, plants, materials or disposal system found therein and to afford all reasonable opportunities to such officer for such inspection, search and test. (3) The Chief Engineer may, by order in writing, delegate all or any of his powers under sub-section (2) to the Project Director, Water Pollution Control Project, who shall exercise the powers so delegated subject to the general control and supervision of the Chief Engineer. 7. Obligation to comply with the order of the Chief Engineer. (1) Where the Chief Engineer makes any order in writing under sub-section (2) of section 6 requiring any person or commercial or industrial undertaking to adopt any measures for the prevention, control or abatement of pollution of any waters or to furnish any information or to permit any officer to enter upon, inspect or search any land or building and to inspect and test any wastes, waters, plant materials or disposal system such person or commercial or industrial undertaking shall, subject to the provision of sub-section (2) comply with such order. (2) any person or commercial or industrial undertaking aggrieved by an order in writing made by the Chief Engineer under clause (a) of sub-section (2) of section 6 may, within one month from the date of the order, prefer an appeal against such order to the Board and the decision of the Board shall be final. 8. Penalty and procedure. (1) Whoever fails or neglects to comply with any order of the Chief Engineer or, where an appeal is preferred under sub-section (2) of section 7, with the final decision thereon of the Board shall be punishable with imprisonment for a term which may extend to one year or with fine which may extend to five thousand rupees or with both, and may, in addition, be punishable with a further fine which may extend to twenty rupees for every day of the period during which the failure or negligence continues. (2) No court shall take cognizance of an offence under this Ordinance except on a report in writing of the facts constituting the offence made by the Chief Engineer or an officer authorised by him in this behalf. 9. Offence by commercial or industrial undertakings. Where the person guilty of an offences under this Ordinance is a commercial or industrial undertaking, every owner, director, manager, secretary or other officer or agent thereof shall, unless he proves that he made all efforts and exercised all diligence to prevent the commission of the offence, be deemed to be guilty of such offence. 10. Indemnity. No suit, prosecution or other legal proceedings shall lie against the Board, the Chief Engineer or any o ther person for anything which is in good faith done or intended to be done under this Ordinance. 11. Power to make rules. The Provincial Government may make rules for carrying out the purposes of this Ordinance.

Although dyslexic children manifest difficulties in reading and writing words, they are often bright, creative and talented. Some of their strengths may include mechanical aptitude; artistic abilit y; musical gifts; athletic prowess; advanced social skills; and talents in computer/technology, science, and math (Yoshimoto, 2000). Concern for children with disabilities has already spread in the UK from the 1970’s thanks to some advocates such as Mary Warnock who raised the issues on helping children with special education needs (SEN). The Warnock Report in the year 1978 was developed to appraise the provision for children with psychological as well as physical disabilities. The report had sponsored ranges of special needs for children. It paved the way for the â€Å"Education Act† which was imposed in the year 1983. This act presented different methods to the description of children with SEN. It advocated that these children should be able to obtain the educational support from tutors in the classroom such as the provision of extra time and assistance compared to other students (Sturt, 2002). In 1996 the law on SEN stated that: â€Å"A child has special educationa l needs (SEN) if he or she has a learning difficulty which calls for special educational provision to be made for him or her† (Education Act, 1996, Section 312). Its principles include that children with special needs should have their needs met and that children will normally have their needs met in a mainstream school. With the Special Education Needs Code of Practice (2001), Dyslexia falls under the Communication and Interaction area of need. This area includes learners with speech and language difficulties, impairments and disorders. Children with SEN should have full access to a broad, balanced and relev ant curriculum, including the National Curriculum or, for younger children, the foundation stage curriculum. In the novel the Kite Runner by Khaled Hosseini, Amir, the main character, expresses his thoughts and actions due to his baneful choices. The tribulations he faced were all repercussions of the sin committed by his disdainful youth. His sins ravaged the early stages of his life and gave him a troublesome memory full of guilt. As the novel progressed, Amir attempted to disengage the memory of his sin and forget about it. Amir soon faced the long over due road to redemption. Khaled Hosseini’s novel the Kite Runner is about redemption, and that the lifelong pursuit of happiness will never be fulfilled without it. At a young age Amir and Hassan were best friends, even though Amir was roughly expressing it. Amir and Hassan enjoyed many activities together as Khaled expressed in his novel: â€Å"I spent most of the first twelve years of my life playing with Hassan. Amir had jumped at the chance to visit an old friend/father figure and flew to see Rahim. Little did Amir know he was about to face all of the tribulations he had seemed to forget of his past ten fold. Rahim Khan reveals â€Å"Hassan, Amirs childhood friend, the presumed son of the family servant was in reality, Amirs half-brother, his fathers illegitimate son with Alis wife. † He also reveals that the prolonged redemption is just around the Taliban by saving Amir’s half-nephew Sohrab (Hassan’s son) from Kabul. Amir was in a state of confusion, he expressed his plead to Rahim: â€Å"I can’t go to Kabul,† I had said to Rahim Khan. â€Å"I have a wife in America, a home, a career, and a family. † But how could I pack up and go and go back home when my actions may have caused Hassan a chance at those very same things (talking to himself)? I wished Rahim Khan hadn’t called me. I wished he had let me live on in my oblivion. But he had called me. And what Rahim Khan revealed to me changed things. Made me see how my entire life†¦had been a cycle of lies, betrayal, and deceit. ‘There is a way to be good again’ he’d said. Thus started Amir’s road to redemption. Amir searched through Kabul for Sohrab and an orphanage leader had stated that Sohrab had been sold to a Taliban leader. The Taliban Leader who showboated John Lennon glasses and conducted the stoning ceremony at halftime of the soccer game was the man that Amir had to speak with. As Amir conversed with the Taliban lead he learned of his cruel ways of massacring the Hazaras. Then the Taliban leader revealed, â€Å"What did you think? That you’d put on a fake beard and I wouldn’t recognize you? I never forget a face. Not ever. † The Taliban revealed himself as Assef, Amir’s childhood enemy. Assef created an ordeal stating that if Amir were to overcome him in a blood brawl, then Sohrab would be Amir’s boy to take. Assef completely demolished Amir by breaking several ribs with his brass knuckles. Amir was barely able to stand, but he withheld the beating for he knew that destiny had brought him to this moment. The moment came when Sohrab had pierced Assef’s eye and he and Amir escaped. Amir had finally accomplished his self-turmoil and had almost completed his redemption by saving his half-brother’s son, and almost dying for him. Amir knew that he had to adopt Sohrab when they got back to a safe haven. This caused some trouble with the embassy for they required legal documents of the orphaned child. Sohrab believed that there was no possible way for him to come to America and he did not want to return to an orphanage, so he attempted suicide. Amir had gone through a father’s worst nightmare when he thought his soon to be adopted son would die. Sohrab survived though, leaving a reckless, unrighteous Muslim, self- centered Amir behind. Amir’s pursuit of happiness was fulfilled as he and his son were flying kites in America. He had redeemed himself as he said to Sohrab, â€Å"Do you want me to run that kite for you? †Ã¢â‚¬ ¦A nod from Sohrab†¦ â€Å"For you, a thousand times over,† and a smile cracked open on Sohrab’s face.

A Modern Anachronism

Authors have their own unique style to develop different tones and themes, and there are countless ways each author conveys his or her theme in the story. Kurt Vonnegut is an esteemed author of many well-known novels. He is also known for his collection of short stories known as Welcome to the Monkey House. One of the short stories called â€Å"All the King's Horses† displays a perfect setting of suspense, and how the effects of war erode soldiers and their families. To do this, Vonnegut uses a satirical tone with hints of unusual playful expressions; by doing so, he lets readers know that many sacrifices are at times necessary in order to protect loved ones, just Vonnegut's character Pi Ying says, â€Å"a chess game can very rarely be won . . . without sacrifices. The theme is that people shouldn't rely on their own individual talents and social status to get themselves past obstacles in the path to their goal. Kurt Vonnegut creates his theme with the aid of the satirical tone in the story â€Å"All the King's Horses†. Vonnegut is implying that there needs to be a point where people use their own unique abilities to enhance what they do for a living. The reason Vonnegut used a game of chess, instead a game of checkers, is for the immense magnitude of possible choices a person can make in the game of life. Every person has his or hers own style, making it so each player in the Miguel 2 game of chess must learn quickly the style of the other person. This concept of adapting rapidly to the opponent is the basic theme Vonnegut clearly wants to convey in the story. Characters in Vonnegut's short stories have a unique role, especially in his story â€Å"All the King's Horses†. There are two main characters that develop the tone of sarcasm and cynicism. Colonel Kelly and Pi Ying are two leaders of their own respective groups armed to play a game of chess, which symbolizes two armies in battle. Although Pi Ying uses life-sized chess pieces, Colonel Kelly's family and the soldiers under his command must listen to the colonel's orders like pawns. Pi Ying's second in command is Major Barzov, who makes a point, † He'll learn to be a pawn yet . . . It's and Oriental skill Americans could do well to learn for the days ahead, eh? † (99). This quote adds a satirical tone as Kelly is continually losing soldiers literally. Vonnegut chose this tone because he wanted to criticize the lack of respect some people have towards international cultures or at least the misunderstanding. All the King's Horses† brings the concept of reality to the reader's attention. Vonnegut wants to make sure his readers of future generations don't take family and their prized possessions for granted. Work is a must as technology advances to engulf the â€Å"archaic† ways of doing tasks. But some tasks require the archaic work ethic in order to master the task such as in the classic game of chess. Like Colonel Kelly and Pi Ying, people must work efficiently to earn possessions and a loving family.

Teachers, fellow musicians, and professionals constantly stimulate this dire need to create for the rest of my life. I play drums, piano, guitar, xylophone, and I also strum the vocal chords. I plan to audition for Berkeley among many other music schools next year, but even if I don’t succeed in making the auditions, I still plan to continue writing and spreading music for the rest of my life. Scouting has helped me in this regard in many ways. Technically scouting doesn’t have a very significant connection to the arts, but it has shown me many other concepts that I’ve utilized in maintaining a self motivating and ever-evolving life. Scouting has first showed me that to gain an experience in the world, you must try new things, that might be out of your comfort zone. I’ve learned how to truly help other people along with gaining self confidence in the things I was doing. To explore, camp, and spend an extensive amount of time with a group of boys for over 10 years has also exposed to me to the comforts and discomforts of confinement. I’ve learned to cope a variety of situations, and it’s only rounded my understanding of human nature and my place in it.

Early Years Bismarck started out as an unlikely candidate for political greatness. Born April 1, 1815, he was a rebellious child who managed to attend university and become a lawyer by the age of 21. But as a young man, he was hardly a success and was known for being a heavy drinker with no real direction in life. From Atheism to Religion In his early 30s, he went through a transformation in which he changed from being a fairly vocal atheist to being quite religious. He also married, and became involved in politics, becoming a substitute member of the Prussian parliament.​ Throughout the 1850s and early 1860s, he advanced through several diplomatic positions, serving in St. Petersburg, Vienna, and Paris. He became known for issuing sharp judgments on the foreign leaders he encountered. In 1862 Prussian king Wilhelm wanted to create larger armies to effectively enforce Prussia’s foreign policy. The parliament was resistant to allocate the necessary funds, and the nation’s war minister convinced the king to entrust the government to Bismarck. Blood and Iron In a meeting with legislators in late September 1862, Bismarck made a statement which would become notorious: â€Å"The great questions of the day will not be decided by speeches and resolutions of majorities...but by blood and iron.† Bismarck later complained that his words were taken out of context and misconstrued, but â€Å"blood and iron† became a popular nickname for his policies. Austro-Prussian War In 1864 Bismarck, utilizing some brilliant diplomatic maneuvers, engineered a scenario in which Prussia provoked a war with Denmark and enlisted the help of Austria, which derived little benefit itself. This soon led to the Austro-Prussian War, which Prussia won while offering Austria fairly lenient surrender terms. Prussia’s victory in the war allowed it to annex more territory and greatly increased Bismarck’s own power. The Ems Telegram A dispute arose in 1870 when the vacant throne of Spain was offered to a German prince. The French were concerned about a possible Spanish and German alliance, and a French minister approached Wilhelm, the Prussian king, who was in the resort town of Ems. Wilhelm, in turn, sent a written report about the meeting to Bismarck, who published an edited version of it as the â€Å"Ems Telegram.† It led the French to believe that Prussia was ready to go to war, and France used it as a pretext to declare war on July 19, 1870. The French were seen as the aggressors, and the German states sided with Prussia in a military alliance. Franco-Prussian War The war went disastrously for France. Within six weeks, Napoleon III was taken prisoner when his army was forced to surrender at Sedan. Alsace-Lorraine was overtaken by Prussia. Paris declared itself a republic, and the Prussians besieged the city. The French eventually surrendered on January 28, 1871. The motivations of Bismarck were often not clear to his adversaries, and its commonly believed that he provoked the war with France specifically to create a scenario in which the South German states would want to unify with Prussia. Bismarck was able to form the Reich, a unified German empire led by the Prussians. Alsace-Lorraine became an imperial territory of Germany. Wilhelm was declared Kaiser or emperor, and Bismarck became chancellor. Bismarck was also given the royal title of prince and awarded an estate. Chancellor of the Reich From 1871 to 1890 Bismarck essentially ruled a unified Germany, modernizing its government as it transformed into an industrialized society. Bismarck was bitterly opposed to the power of the Catholic Church, and his kulturkampf campaign against the church was controversial but ultimately not entirely successful. During the 1870s and 1880s, Bismarck engaged in a number of treaties which were considered diplomatic successes. Germany remained powerful, and potential enemies were played off against each other. Bismarck’s genius lay in being able to maintain tension between rival nations, to the benefit of Germany. Fall From Power and Death Kaiser Wilhelm died in early 1888, but Bismarck stayed on as chancellor when the emperor’s son, Wilhelm II, ascended to the throne. But the 29-year-old emperor was not happy with the 73-year-old Bismarck. The young Kaiser Wilhelm II was able to maneuver Bismarck into a situation in which it was publicly stated that Bismarck was retiring for reasons of health. Bismarck made no secret of his bitterness. He lived in retirement, writing and commenting on international affairs, and died in 1898. Legacy The judgment of history on Bismarck is mixed. While he unified Germany and helped it become a modern power, he did not create political institutions that could live on without his personal guidance. It has been noted that Kaiser Wilhelm II, through inexperience or arrogance, essentially undid much of what Bismarck accomplished, and thereby set the stage for World War I. These entities are important for ethnographers because they reflect the fundamental norms of each society. A person’s use of language, or in many cases of several languages, can reflect a whole range of cultural norms and patterns and so this, too, is an area of interest for those who wish to study and understand human behaviour in all kinds of settings. The authors make the point that identity and roles arise largely from learning which is gained through language and then expressed also through linguistic means, including such details as accent and hand gestures which vary quite considerably between different groups (Heath and Street 4). The authors underpin their essay with some standard definitions of lin guistic features such as language and grammar and they emphasize the symbolic aspects of communication as well as its systematic patterns. There is a more critical discussion, however, about the definition of another key concept in this essay: the concept of culture. In this matter there is a clear rejection of standard definitions of culture as one of those nouns which â€Å"lead people to believe in fixed boundaries around things and events as well as beliefs and values† (Heath and Street 8). It is proposed that culture should be understood as a verb, or in other words, the focus should be on what people do rather than what they are imagined to be. An ethnographer must appreciate the difference between the rather rigid â€Å"meta-narratives† (Heath and Street 9) which organizations and institutions develop in order to sustain and promote themselves and the much more fluid way in which individuals move between different patterns and learn to express a range of culture s in their actions and their language. The metaphor of the juggler illustrates how an individual acquires new abilities through selecting his or her own goals and seeking out opportunities to learn both overt knowledge and tacit knowledge. Students in learn overtly from books and lectures, for example, but a juggler learns also through using his or her body in an intuitive way which may not be fully understood by the conscious mind. This tacit knowledge is acquired only by doing the chosen activity again and again, and letting the body find its own way of accomplishing desired feats remembering how to do this effectively. An interesting example based on the work of Hutchins (1995) is used to show how groups of people can develop this adaptive kind of learning also, through a combination of relying on earlier representations of similar groups and situations, and forming identities and patterns in the present time. People interact with tools and objects, and with each other, in very c omplex ways in order to complete difficult tasks such as ocean navigation, for example. The ethnographer observing such interactions must therefore be aware of the systemic qualities of culture as well as the ways that individuals perform that culture in both conscious and intuitive ways.
